16th APEC Ministerial Meeting Held in Santiago, Capital of Chile
16th APEC Ministerial Meeting was held in Santiago on Nov. 17, Capital of Chile. The meeting mainly discussed a series of issues related to trade and investment liberalization and facilitation.
Shen Guofang, Assistant of Foreign Minister of PRC, and Yi Xiaozhun, Assistant of Minister of Commerce of PRC, were present at the opening ceremony. After the first day, Shen Guofang said to journalist that the two-day ministerial meeting would discuss in two aspects which were: On one hand, economic and trade cooperation, including support of multi-lateral trade system, arrangement of free trade, promoting trade liberalization and facilitation; On the other hand, issues related to economy and trade like anti-corruption, public health, people's security and energy source cooperation etc.
Shen Guofang said that main theme of the Meeting was economic and trade cooperation, focusing on how to push further development of Doha development Agenda for APEC members. In which APEC had played an important role, particularly, in promoting the framework agreed at the end of July. Nevertheless, some controversial issues were suspended and even with different viewpoints. Attendants hoped in the discussion that members of SPEC could enhance communication and cooperation in the above-said issues to attribute and make efforts for further development of Doha negotiation of WTO.
The Ministerial Meeting also talked over issues of Free Trade Arrangement. Shen Guofang said that this was so important, now there were lots of arrangements on bilateral and trans-regional free trade, and some of them were of different property, therefore, members of APEC should communicate and dialogue with each other.
Yi xiaozhun pointed out at the meeting that AEPC Ministerial Meeting held in June made an active function on the framework reached at the end of July by WTO Affairs Consultation Council. China supported AEPC to attribute more to WTO Doha Negotiation, and hoped all members to maintain efforts and hard work to provide conditions for the successful holding of 6th WTO ministerial meeting in Hong Kong in 2005 and ending Doha Round Negotiation.
Shen Guofang said that the ministerial meeting would also discuss anti-corruption, human security, reform of APEC and energy source cooperation etc. And some issues should come to consensus at the ministerial meeting. He said that China would deliver points on Free Trade Arrangement and put forward some suggestions on financial and energy source cooperation.
Meanwhile, Shen Guofang expressed that the 2-day ministerial meeting was very important, was prepared for Informal APEC Leaders' Meetings. He wished to found a broad consensus with attendants through 2-day meeting.
